New tires
I can put new tires, front and back, on my bike for not much more than 300 bucks. Order online from Jake Wilson or whomever has a sale going on. Run the wheels and tires down the street to the tire store, they'll mount and static balance them for 15 bucks per wheel. If I'm really feeling cheap (which is usually), I'll run them over to a friends house and use his equipment to mount and static balance them my own self.
If you order tires on sale, ask how long they've been on the shelf. I don't like to install tires that are more than a couple of years old.

You can afford to get a decent jack, pull the wheels, pay $25 per wheel to mount and balance and be done for just a couple of hundred bucks per set.
I replace a set a year and would go broke letting a Dealer do it!
