I have been very pleased with the uniquemetalcreations hard bag guardian stand.
I couldn't access their site tonight , but here's a review. http://www.cvoharley.com/smf/index.php?topic=17253.0
It works really well for storing/washing/waxing the bags off the bike.
The quality is first rate and it is strong enough to stand on (I tried it myself).
It sure makes a pain in the butt job much easier.
I think it was about $79.00 when I purchased it.

Looks nice but the web site is gone, I think they went **** up.
I cannot take credit for this rack; I found the design on one of the forums, either here or the CVO forum.
I haven't yet built it, but it can't be very difficult, and I imagine that 1'' pipe would be sufficient. Whatever is small enough to fit that insulation on.
I have rubber stick-on feets on the bottom of my bags.
when I take them off, I don't have to look for a place to set them down, and if at the roadside, any hard, level surface will do.

Yep, great idea! I've had to remove mine a couple of times while out riding. Luckily, I had a towel with me that I could set them on, but your idea is waay better. Much appreciated.
