Putting the front wheel back on a SG question

paying that $50 "or so" for the service manual will be some of the best $$ you will ever spend on your bike..
All I need is to be going down the highway an my damn wheel fall off...I had to replace the front fender on my SG after some idiot backed into me. I have the service manual and were following the instructions however I need some help...
Can someone explain to me what I am supposed to do with the drill bit and the axle when putting the wheel back on?
8. Insert screwdriver or steel rod through hole in axel on right side of motorcycle. While holding axle stationary, tighten axel nut to 50-55 ft-lbs.
9. Insert 7/16 inch drill but into hole in axle
10. Pull fork leg so that it contacts drill bit, and then tighten axel holder nuts to 132-180 in-lbs.
Also how important is it to tighten these bolts with a tourque wrench?
You can over-tighten the axle nut very easily and it will not be able to rotate. The screwdriver, drill bit, or metal rod keeps the axle from pulling in too far and will allow the torque wrench to do it's job.
Don't ask me how I know how important it is....
