From what I understand the Electra-Glide was never put into service but used as a training bike. The fellow who has it for sale bought 15 of them direct from HD and only has 3 left
5K NON service miles? Might be worse than service. Does non-service mean they rode around the practice course on it? That the Captain rode to and from work? Police bikes scare me as much as policemen do, just in different ways. Everything you do and everything you buy there will be questions and concerns.
Do police bikes come with ABS? Do they have the 6 gal tank? Do they have wiring for radios/speakers?
The seller offered to have it painted all black for another $500...but I kind of like the 2 tone...

You have couple of options
Biketonics has a kit to install aftermarket radio in FLHTPI not to expensive
the main wiring harness is the same and for a couple of hundred bucks you can change the interconect harness in the fairing. This will let you change over to classic or ultra hand controls as well as using the stock HK radio, and many other features. This can get pricey if you want to use all new parts.
I happen to like the cop hand controls and with the service manual as well as the police version supplement it is not hard to add features.
If retail prices are a concern to you, do some research and see what older cop models sell for.
2011 Police motorcycle would be my choice. You'll get the 103'' engine, new frame, ABS brakes. The tires will wear longer on the '11 also. Besides, that '08 Street Glide has a very unusual color (that's the nicest thing I can say about it) and it's over priced (in my opinion).

Not even a close decision, I'd get the FLHX. I hate my ABS , the new frame makes zero difference and I would NEVER buy a used police bike, they are ridden like a 3 dollar hooker. The only thing I don't like about my 08 that was changed for 09 is the gearing, and for less than $200 I changed it myself. Your money, your choice , have fun with whichever bike you choose.
I wouldn't buy any HD unless it had the 103 engine in it - well I would if it were a second bike and not my primary bike.
If I had a dollar for every time I heard a story about a police bike that was only used for training or not used at all... I would never buy a police bike no matter what anyone says, those bike are rode hard and put away wet. Not to mention all the aftermarket stuff you are going to buy to make it not look like a police bike - might as well get a regular HD.
