Very tough call my friend. I'd stay away from a police bike b/c they get rode real hard and the problems likely won't present themselves till you are out of warranty. They skimp on options, I think have different wiring setups that may cause you headaches, and you'll have to paint it unless you want people to think you are the law.
For all those reasons I say the Street Glide. I guess I really am saying the Street Glide between the two. I'd propose though that you look for an '09. Soooo much important stuff changed for '09.
I'd go with the 2011, better frame, not to mention 14k less miles for the same price, and it is a 103 vs 96 right? No contest for me, unless I'm missing something.
From what I understand the Electra-Glide was never put into service but used as a training bike. The fellow who has it for sale bought 15 of them direct from HD and only has 3 left
I would lean towards the 11 except I'm not big on the 2 tone paint. I feel that police models are the best thing going and a great blank canvas to work from as long as solid paint and that is just me. The 11 has the new frame, ABS and is a 103, no radio. Cop style saddle bags (some love some hate), bag guards, traditional electra glide front fender trim.
08 is a transitional frame, has the 6gal tank, upper motor mount but uses the same rear section as the 07 and older frames. 96 motor, radio, standard saddle bag lids and latches, silver faced gauges, no bag guards, smooth front fender. The high gearing of 07/08

I think that this is a misconception. I bought a cop bike that was in service for 2 years and 15k. It received the 10k service every 2500 miles. 30k trouble free miles later without a hick up.
