It is common on all bikes till you start adding stuff that makes it look off. Add a fender cover and stretched bags and see how far off you are. My left bag is still off a bit. I havent tried to fix it yet. Have to pull off rails and do a slight bend
Oh and as for the picture of the ULTRA lets not forget to point out you need to polish up your chrome a lil bit

A shot of the whole rear would be easier to judge from.... but it looks like your left bag guard is crooked, not the bag. But it's hard to compare the two pictures, as they were taken from different angles.
A centered picture of the whole rear would be better.

Absolutely leaning in at the bottom on the left bag. Look at the difference in clearance between the left bag and the mount versus the right side.
Are the half round rubber strips located in the recess of the bottom of the bag in place? If they are missing it could account for the bag leaning in a bit at the bottom.

Yes the rubber pads are there. The bags are straight in line with the rest of the bike. There is another mounting position about 3/4" above the ones used so thinking about trying to move the upper rail to that and see if it helps. Problem is I injured my hand a couple days ago and can't do much until it heals. I will try to get a better picture but I don't want to even try to move the bike until I can do so safely. When I took those pics I put a 2X4 under the jiffy to get it as straight as I could.

Just stand back further and get directly behind the bike..... don't worry about the lean..... we can angle our heads ...LOL
