Default No voltage at tour pack connector - 2011 FLHTC

So I got a set of tour pack side marker lights on ebay for $37. Used, but working.

I got them today and discovered the seller sent an incorrect wiring harness. The harness plugs into the tour pack connector, but has ring terminals at the other end - 2 ring terminals at each end. It is a Y connector and looks to be the right length for a tour pack, but it certainly doesn't plug into the stock connectors on the side marker lights.

So I decided to wire them directly into the weird harness for now, and ask the seller for the right harness, or buy one somewhere. I got it all wired up, but it doesn't work! I tried connecting one light directly to the tour pack harness. (not the weird Y harness) I was plugging into the two outer pins of the connector, the blue wire and the black wire. I tried reversing polarity, nothing.

I finally grabbed some extra speaker wire and connected them to one light, then ran the wires straight to the battery tender connector, and the light lit up fine. So, I know the light works, and I have the polarity right. So I assumed the connector is at fault. I got my volt meter out and checked voltage. I'm getting nothing out of any of the pins on the plug. Checked the volt meter on battery tender plug and it gave me 12+ volts, so I know the volt meter is fine. Why would I not get any voltage out of the tour pack connector? I didn't start the engine on the bike, but I had the ignition turned to on, and the kill switch set to on. Headlights on, brake light on, but no voltage out of the connector. I checked a few fuses and none of them were blown. I traced the cord as far as I could but it disappears somewhere around the battery and I didn't feel like taking the battery out. Any suggestions from here?

The bike has 5000 miles on it so I'm going to try stopping by the dealer tomorrow and seeing if they can look at it on my lunch break real quick. But, any suggestions would be great.

Thanks for that...I have the service manual, and I found the connector and the colors, but it didn't indicate ground/run/brake.

Was the ignition switch in the "on" position?

If it was and the tour pak harness (not the one supplied with the lights) connected to the bike didn't have any voltage with blue and black wires connected, check the fuse.

Ignition was on. Do you know which fuse it is, by chance?

if you spread out the wiring diagrams you can follow each circuit back and find where the function is marked, and fuse number if applicable
