Default Steering not centered - Pulls Right

Second re-visit.
Well I got my bike (2009 FLHTCU) back form the dealer. Said they aligned and tightened the bolts to pass the "swing" test. BUT it still pulls to the right as soon as you let go of the handlebars. Bike is perfectly level on the belly lift. Numerous service dept. mechanics have no clue, input. I have had ALL of the wires, brake and clutch lines disconnected, wire loom pulled off, and still pulls hard right. HELP!! does anyone have a suggestion? I am recovering from multiple surgeries over last 8 months and haven't ridden since then. Bike is going back together and getting ready to ride in a few weeks. Would really love to have everything OK before this.
I am thinking that maybe the front forks / axle are somehow tweaked , tension wise. The last guy that trailered my bike to the service dept. had it cranked down hard to the right side with straps.

Have you checked the front/rear wheel alignment?

Your bike has dual front calipers, one may be dragging. check the alignment of the brakes to the forks after they are reinstalled. Loosen the axle and slider-cap nuts and insert a 7/16 inch drill bit into the hole in the front axle. Adjust so the edge of the bit is contacting the edge of the fork and retighten the bolts to the owner's manual torque specifications.

Here are some instructions. Take note of figure 5, most techs/people never do this.

all of the above and take a good look at your tires as well

Did they forget to add passing mirror fluid and check the tail light pressure?

My buddy had this very same problem with his 2010. It ended it court, with him getting a new 2012.

since you have not ridden for 8 months, how did you determine it has this problem?

I'm a little confused too. Are you saying the bike pulls right when riding, or the bars turn right when the bike is up in the air on a jack?

Check your triple clamps fork tubes maybe in a bind.
