I think it's funny that grown men care what other men are wearing
Now that's funny. I used to spend some time in Boise for work and I would see dudes on crotch rockets in flip flops, shorts and no helmet. I called them organ donors but would never take the right away. I hate helmet laws but wear one because one saved my life many years ago. More recently my wife's life was saved by one.
This is America. You can sill do what you want--mostly. I always wear a helmet, boots and some type of protective clothing. That's just me. I'm almost 66 years old and don't suffer pain and bruising well these days. Do what pleases you. Ride safe. Good luck.
I'm interested...what exactly did he say? I can't even fathom saying anything to someone else for what they were wearing while riding. Granted, I may think that's not the smartest way to ride (my right and I too would be more concerned with burning my skin than road rash...jeans don't hold up long!), but I sure wouldn't presume that I should lecture anyone!

That dude should just mind his own damn business. I wear shorts all the time on my bike, even on long trips. Don't really care what anybody thinks about it.
Funny, I live on a Tropical Island... and wear shorts, tee & flip-flops most all the time.
But on the Bike almost never, unless just going up the street or a 5 minute ride to check something out. Anything more than a mile and I wear Jeans, Boots & Skullcrush Helmet. But I feel it's none of business & have no right to tell anyone what to wear, ever...
Not a fan of helmets. If I found one that didn't make my head look like a ***** I might consider wearing it. I too bought a Harley for the wind in my face so obviously full face are out for me. As for shorts, I've done it a few times, no problems and I love the breeze you get! If I were going on a long trip I'd probably wear jeans and boots. Either way if you go down you'll be picking gravel out of your skin. It comes down to do you want to also be digging jeans out of your wound too.
