If you battery is fully charged, meaning having a voltage of 12.7 volts or greater at the battery, it will spin the hell out of the engine and it will start almost instantly. At 12.6 volts your battery is only about 70% charged and will almost certainly drag a little when hitting the starter. It sounds like you might have battery issues of some sort.
