Ohlins are top of the line. Works makes some good shocks as does Progressive. I've also heard some good comments about the HD "premium ride" shocks. It all depends on how deep your pockets are and personal preference.

+1 Q, have had my 3-3's for about a week, Howard is a good guy, walks you thru the whole install process, great customer service. I am really happy with the shocks, its a totally different feel, in a good way, I decided to do it this year before I ride to Sturgis. Getting the HD premium front end installed next week, that is the one thing about getting good shocks, the shortcomings of the frontend tend to stick out more.
I swapped the stock air shocks for a set of Progressive 440's. Just got back from a 2000 mile round trip to Maggie Valley two up and loaded with luggage. Zero problems and a MUCH better ride than when we went 3 years ago
