My opinion. Buying a new bike would solve problems but not necessarily cheaper.
I found a chopped tour pack for my street glide on e-bay. Paid $300 and was the right color. Searched for over 6 months. Some blemish but I didn't mind. I still spent another $400 on back rest and mounting brackets. Saved about $500 total over buying new.
Use Searchtempest.com It will search all craigslist and e-bay posts.
Most people will be looking to buy new bikes in the spring. They will trade in their old scoots and take off all the extras before trading them.
