where is your lighting relay located? i have a similiar thing happening on my 07 (except for the lo beam thing).

I'm remembering now that it is my 09 that the lighting relay went.IIRC it was under the left side cover.A toasted battery caused the relay to fail in my opinion.The battery died in traffic and while trying to restart her,the dials were swinging like crazy,the alarm was going off,and that relay was buzzing like a bee.

Default Figured some of it out.

Ok, So I replaced the fuse using info from forum members. Te fulse box comes out like a chinese puzzle. Turned the switch on and the running lights came on, not the headlight. So I went to O'Reillys and got a new 9003 bulb, installed it OK (not sure that damn chrome headlight rings fits right) So it works now!. Went out last night to see the balloon launch at the lake and guess what...no running lights. So its off to Big Bore Cycles to have them trouble shoot a short that is blowing the fuse. The only other thing I have done to the bike is pull the outer fairing to check out the broken fairing bracket and then put it back on. Guess the headlight was just a coincidence. thanks forum

Keep us posted on what you find out, I have the same problem on mine, checked all the wires going from the fuse to the taillights and all were good. So i removed the outer fairing to look for bare wires and could not find any, while i was looking for bare wires i noticed all my fairing support brackets were broke so i replaced all of them and put back together and went for a ride and now the tailight fuse will not blow. Just curious on what they find out on yours.

I have a 93 FLHS with no running lights and no tail-lights but my turn signals and brake-light still work. Would the accessory fues be located in the same place for my model? I don't think a lighting relay was used for my year, correct?
