E/Glice Lic Mount Question

E/Glice Lic Mount Question
So, I'm helping my buddy who just bought an 98 E/Glide
It had no licence plate mount. It was att to the bottom
of the saddlebag rail.
(The only hokey thing about the whole thing)
We got the stock rail (w/lic brkt) that goes behind the seat. (The "hoop" or whatever?)
I haven't looked at this yet. Do you have to take the struts abd shocks
& everything off to mount this? He thinks so (again I haven't looked at it)
I'm leaning twd's getting him the StreetGlide version.
With saddlebag fillers, it'll give it a nice clean look.
Oh, he has NO intention of mounting a tour pack.
What are our best options.
