I had the same problem and I found out I had to bleed the master cylinder. If I remember correctly, I kept adding brake fluid to the reservoir and bleeding it out of the banjo bolt. It took a while but I got it. Just make sure you have plenty of rags handy. I also remember reading that you should bench bleed the master but at the time I didn't know what that entailed.

Are you adding fluid and cracking open the banjo bolt to bleed the master? I know it took me a while to get it done but finally after many lever pulls and a few rags full of fluid I got it bled.

Crack the banjo bolt loose on the master and see if you have any fluid coming out when you are pumping the lever.

When you are trying to prime the master while pulling on the lever you should see a small bubble break the surface of the fluid in the master. If you do not see this you have a problem with the plunger and the seals in the master unit.
