the bike being a 2012, i would take it in and have the rotors replaced.

i have yet to activate the front abs, but the rear is pretty easy (not that i'm trying to). go back to the parking lot, get up to about 30mph and jam on that rear brake. the abs will activate, and you'll notice that it's completely different than what you're describing.

Ok, what you describe does sound like warped rotors.

The ABS system is designed to give a very definite feedback, through the lever and pedal.

Next time you go out to your practice lot, you should deliberately engage ABS, one brake at a time.

Get going at a decent speed (at least 20 MPH), and stomp down on the rear brake. Don't even use the front. Just stomp and hold pressure. Then do the same thing with the front lever, snap it on full, not even using the rear.

In both cases you will activate ABS, that pulse.

Once you know what ABS pulsing feels like, you won't possibly mistake it for anything else.

If that shows that the pulsing you're feeling is something else, that "something else" is almost certainly warped rotors.

When mine was brand new I could feel a pulsing thru the lever and pedal using the brakes.
I don't notice it anymore, might just be a new ABS thing.
Put some miles on it.
You will know when the ABS cuts in.

I have had two Ultras, both with ABS. I only had the ABS kick in a couple of times, and you will know when it does. 99% of the stops you never know that it is there. If you are feeling something on every stop, you have other brake issues, not the ABS.

Warped rotors. Had them on my 2011. One was 8 and the other was 6 thousand out. Mother Harley states that they have to be over 10 thousand out before they will replace them. My dealer replaced the 8 thousand one and adjusted the 6. Take your bike back to your dealer and tell them that the rotors are warped and it is affecting your breaking and you are concerned with your safety.
