yep, i've got 2 of #19 (29241-08) and trying to put one ahead and one behind #2 (throttle body cover). So..need to get a couple #1 (27948-08) and of course not in stock at either of the HD shops around here...

edit: or you are saying i could use #1 OR #19 on the back side depending on what is needed...

That is basically the deal. They have the options so that you can use the combination that puts the backing plate against the heads. Using two thick ones leaves a gap, so two thin ones may be right or it could take a thick and a thin. Yes you can start it without the AC installed as long as the throttle body is installed. I usually don't finish torqueing the TB until the backing plate is installed. Sometimes it has to be shifted to get everything to fit, but if it is snug, start it.
