Where do these wires go?
sorry. It sure could be a light circuit, but the plugs under the nacelle tend to pair up pretty well by themselves when you take it apart...

Both seem to have a black ( ground ) and an orange/white.
The orange/white on my ‘09 ( per wiring diagram ) is hot with ignition on wherever it is, according to my wiring diagram, so I doubt this is your problem.
To further explain: the loose red capped orange/white and black combo are what HD calls 29B or HDI position lamp ( as Dawg said ) and what HD recommends be used for connecting their Road Tech GPS and other things to. On mine it was taped to the headlight wiring.
Only because HD does not distinguish years when describing the 29B in their install guides I am going to postulate that they continued with the same nomenclature throughout ...
Soooo ... the other I am guessing is 32A, which, as someone else suggested, is the fender tip light. That is the only other two wire plug with that wire combo I can see on my ‘09 diagrams. Does your RK have a front fender tip light? If not that would be left unconnected too.
As far as the AUX Lamps, that would be 38B, a two wire plug with BOTH wires GY/BK.
Again, as someone else suggested, make sure your high beams are not on when you test, or they will not work ( unless you rewired them ). Also, make sure they have a good ground.
