How exactly does a 15 year old afford a friggin RK? I have a fealling the OP is a troll but what the hell I'll bite. To answer your question no a RK is not a good starter bike for a 15 year old KID. Any harley at that age (with zero experience on two wheels) is not the best idea. I am all about "go big or go home" but get real. Go find a Rebel or ride dirt for awhile and then go out and get the bike you want. Kids do enough stupid **** in highschool trying to show off as it is you don't need to add to it.
1. MSF course first and foremost, before you do anything else.
2. No, don't start on a heavyweight bike. Don't start on an expensive bike. YOU WILL DROP YOUR BIKE ONCE OR TWICE.
3. Start on a used Sportster, or a Japanese 650 or 900cc cruiser. You can add windshields and bags if you really want to. Ride it for at least a year.
4. Now that you have dropped a bike, had a few near misses, learned to stop and start with stability and confidence...go ahead and trade up to the big bike.

This is spot on advice. Only thing I would add is : NO PASSENGER. At least for the first year. Having someone on the back is an added responsibility and changes the handling of a bike.
