Doesn't look like a cut to me, more like a manufacturing 'feature'. Your slide may have been caused by something as simple as a small patch of something slippery, like a metal cover. If you are using your bike for mostly short runs, ride on, but if you are about to go on a long trip change it.

After close inspection found out that the jagged edge is deeper that I thought. Goes down on an angle and the top layer of rubber can be pulled up. Ordered a new front tire so I'm gonna change the front tire along with the rear tire I am changing anyway. Two new shoes for the scoot. Thanks for all the replies. Ordered Dunlop American elite tires again. They were better than the OEM ones that came on the scoot.
