ask Bill at LSHD to go into the HD network and see if he can find the said wheel anywhere in the US. I have had my local dealer do this a couple of times for me and have located back ordered parts that are on some dealers shelf. Then i have immediately called identified dealer ask them to confirm if the part is available have them put their hands on it and then ordered it. I have then canceled the original back ordered part and moved on. Sometimes you get lucky this way, but for you to contact every dealer in the US, is beyond your ability, ask Bill, as a service to perform this search for you.

my thougths.
I think this would be a fair approach. Then if you can't get the wheel you want a full refund without restocking fee is in order.
I don't know what is right or wrong with the restocking fee.
If it was an "in stock item" they should not charge it.
But if they had to order it, then I can see that different.
I have had several items back ordered with Harley that has had many dates changes.
It is aggravating. HD says it's a 2 week backorder, so you order it.
Then the next thing you know it's 3 months.
Bill did o the search for me and it showed only 4 in the US. I called each and theysold them. That is when I felt it should all be canceled. I am glad to see I not being unreasonable in my thoughts because sometimes I can be a dick about things.
I got my Blades there & paid around 600 each brand new. Watch out for proper wheel & bearing sizes as 06, 07, 08+ uses different wheels for the appropriate bearing size. BTW, I just received mirrors from LSHD & the left one was mounted before & had road crap on it even though it was new & ordered from HD direct. LSHD offered to replace it with a new set but I cleaned it up like new & asked for a small discount. No dice. I kept it anyway as after a couple of rides it will look like that anyway.
I was informed that Caterpillar handles all the distribution of HD parts now & it is not as fluid as it was when HD did it themselves.

then i would want a full refund with no re-stocking fee. i do think you will be out shipping on the return.
full refund, and if they will not give all your money back take it to their local TV station
and give Lake Shore H-D a bad name for bad business practices.
