I ordered a limited paint set from HD on 9/12/12 for my 13 street glide. Its still not in! Opened a case with the company, whos rep after promising set would be in twice before now says 4/15/13 will be ship date. I finally had enough! Told him HD had two choices, one: ship paint set within two weeks with a 20% price reduction(.20x$5000=$1000) or option two cancel order put $5000 back on card plus 2% intrest. He said he would get back to me. What would you do???

See what his response is to your two options that you gave him before doing anything to start with.
I would be surprised if they agree to either option. Probably will refund your money in full or deliver the tins for the full price and maybe throw in a gift certificate for a couple of bills. Good luck.
I have a little experience with this same issue. I ordered a custom paint set from Harley, and ended up sending it back 3-4 times. I opened a case with their rep as well. As I recall, they gave me a store credit for like $250. I'd be very, very surprised if you get choice number 1, and choice number 2 would surprise me even more. They're not about to add interest, even though they've been using your $$ since September. Keep us posted.
Nothing from the MoCo yet will wait to hear from them , dealer is looking into it from their end but i don't blame them. The paint set i ordered was smokey gold # 95771-13dry I think its being outsourced by Gunslinger out of Colorado.
I own a 2012 limited and the first thing I did was paint it. The last thing I wanted was a bike that looks just like everyone else's bike. Get your money back and find a good painter. You will have a custom bike and you will save money at the same time
In early December 2012 I also ordered a limited edition paint set when I bought my Heritage. It took HD a little over 100 days to get my paint set back to the dealer. You are closing on 200 days. I would have lost patience too. I would be interested to see if you do get your money back.
One advantage with getting a paint set from Harley over painting your own is selling your stock paint set to recoup some $. I got a paint set for my 2012 FLHX was $5400 with stretched bags but got $2000 in return for my original set. Those paint sets are nice but always a gamble on when you get them.
