Try running the diagnostics on it. The needle on the gauges will sweep the whole range and should return to zero.
Well I just tried the diagnostics and got the speedometer to sweep the entire range and then it went all the way up and then stopped at 3 mph again. Tried it one more time and had the same result. After about 10 seconds after turning the ignition to off the needle went down the correct position where it normally should be for about a second and then jumped right back up to 3 mph.
Just for the heck of it , pull the speedo sensor plug, ez, clean it off. Pull main fuse and reset. Good luck. sensor has a mag that can be thrown off with metal debris. Worked for me.

Sorry I'm new to the Harley world. Where is the speedo sensor and fuse box located on the 09 road king? I thought the fuse box was on the left side of the bike behind the cover, just just wanted to double check before I started ripping parts off that don't need to be taken off.
Well I've tried pulling the fuse and all of the other suggestions on here, thanks for all of those by the way!, but still no success on getting the speedo back to zero. Unless someone else has a suggestion I think Im left with either taking it in to the dealer or buying a new speedometer. Anyone have any suggestions on any other ways I could reset the current speedo possibly? Otherwise I'm leaning towards just buying a new speedometer. Any suggestions or comments?
Does it seem that your additions have introduced this problem. Have you isolated the speedo from all other circuits on the bike? Not sure if that is possible but that is the thought. You can still ride it just keep the error in mind when speeding...This may correct itself over a period of time. The new Speedos with tach in them for Road King are cool though...but what if the problem is the other wiring and not the speedo..your new one would be the same and that would tick me off...
I have 09 Rk so watching how this turns out..

Now that it is off for whatever reason has caused it, it will be off for the rest of it's life. I get these in all the time.
If you would like this corrected, I can modd your gauge and reset the needle to 0 for you. I only charge forum members 60.00 to modd a tank gauge including return shipping.
Before you go out and buy a new speedo, try disconnectring all the stuff you added when the needle was working properly. If the needle still shows 3 mph, then a new speedo might be the answer. But if it starts working properly, then there is something in the wiring or something with the added goodies causing thw problem. Try adding them back in one at a time to see which one.
