sweeethemi has the right idea!
Andrews 57H cams $238 amazon.com
S&S stage 1 A/C $108 Eastern performance
Fullsac XPipe $279+shipping
RC Components slipons $380
TTS Mastertuner + cables $379 directcycleparts.com
that definately woke the motor up! not a dog anymore! nice thing about the mastertuner is you can make multiple runs and keep making your own maps for it till it is right. it reflashes the ECM instead of piggybacking it, my opinion is get a flash tuner not a piggybacked one

The 103 is easier to "wake up" than any other Harley. Decent compression and decent heads make for great results with stage 1 and 2. Beyond that all it takes is money.

First thing is get the cat out the drill bit way. The stock head pipes work great with the cat out and you don't have any fit issues. Pick out some good mufflers knowned for good low end torque and install a open air intake. Forget the Stage I download and get it tuned.

I'd stay away from the Fuel Pack. I've not heard or read good things. If your just doing a stage one and pipes, you can probably get by with a EFI download. If you really want to feel more power, get new cams and SERT.

Everybody seems to slag the Fuelpak, but I've got them on both my 2011 Limited with the 103, and my 2007 Night Train with the 96, and I've never had an issue. Maybe it's because they both have V&H exhaust? Dunno. I realize that they aren't "The perfect tune" or overly "Tweakable", but they are simple, easy to install, and once set, do the job they were designed for. I just want to fire it up and ride, the less mumbo-jumbo the better. My 2 cents..........

Spoke with a indi on this issue on my 103. It is far superior to my old 88 TC, it has more power stock than a friends 2008 St. 1 96 with opened intake and exhaust but is sluggish at times. The indi suggested I do the following, get a decent open air cleaner, does not have to be a snorkel type or a baddazz looking one, just a decent open filter assembly, dig out the cat or buy a modded head pipe as they cannot legally do it in shop and write it on a work order, either mod the OE pipes as they are fairly non-restrictive due to the cats or buy a pipe I really like the sound of and directly after have a HD or even a indi shop set a sert in the processor. The new engine control systems will re-adjust the settings over time as they are nowadays self learning just as car engine controls and the sert just sets the initial parameters to get head start on the programming
