I am looking at the agitator wheel either 18" or 19"...I have a 2010 Street glide with abs. Other than the tire if I go to 19" what else do I HAVE to change to make it work? Can I keep everything else stock for now? Little tight on cash so trying to figure out how cheap I can do the front for.

Mixter, you'll have to have new rotors to complete the install.
They are not necessary but if you are getting nice wheels like those and you slap over them those nasty looking rotors to cover them up then you are really not gonna like the look.
I suggest get the wheels ordered and tire and then whenever you get a bit of $$ for the rotors complete the package and then install. Do the job one time instead of twice or three times.
