Well I can't find the part number you posted anywhere, so I don't know what you are looking for or what you are trying to accomplish. The license plate / signal light didn't change when HD went to the wider fenders and tires, if that helps.
Looking at the .pdf instructions this part appears to mount to the tour pac or a luggage rack on the rear. Maybe with the 2009 change on the tour pac mount there is not enough room for this now. If you are trying to get more brake lights you may want to try the turn/run/brake module that converts your turn signals to do all three functions. Not sure what you want to do, but I'm not aware of anything similar now. Only time I've ever seen this kind of setup is on older touring bikes with the "christmas tree" kind of rear lighting.
If you are just trying to get more lighting to the rear of the bike, go to Custom Dynamics. Their LED lights are bright, you won't be missed. They also have the run/turn/brake modules.

Yeah they're bright! I have an LED bulb in my taillight that was just as bright as the stock signal bulbs or LED bulbs. On a recent run I traded with a friend so I had the opportunity to ride behind my bike. The signal lights with the Custom Dynamics panels in them were so bright that the taillight was unnoticeable. Also my rear lights stood out strikingly among the lights of other motorcycles in the group. I will upgrade to the CD taillight soon.
Heres a third brake lite from a suberban and LED 1939 tear drop tail lites from Tech Nostalgia. Bright as hell, when braking. The 39's flash three times, then stay on. The sub light is also LED, with 12"'s of light. Forgot to mention, 5 are lit all the time, and 6 when braking. 2 turn signals on each side, it does light up the place.
