Apparently, some folks are lucky and don't have this problem. And some folks aren't lucky and do have this problem, especially on the older bikes, but it can happen on new ones too. From what I know, HD won't even warranty fix the issue any more. So basically, ride it only on sunny days if it bothers you.
Mine fogs also. I park it in a non heated metal bldg. and in the winter the gauges fog up all the time. It goes away in the sun or as they warm up. No big deal
So my 2010 Limited has a fogged speedo. Some seal must have been compromised I suppose.
Anyone else had this problem? Anyone fixed it?! Let me know.
You can lay a bead of clear 100% silicone between the trim ring and the gauge housing.
I could mod your gauges let them dry out for a day and seal them up for you. Never had a customer mention gauge fogging after being modded I've modded them.
I have found some pretty loose trim rings from the factory, I would have to bet these fogged before I received them.

Or I could fix it. Actually the problem is most obvious on sunny days as what ever moisture is in the gauge results in fogging when the sun hits the glass.

Thanks Jim - not planning on modding but may attempt to seal it. Probably pull it at the end of the riding season and put it in a sealed container with a load of silica gel then run some silicone around the offending areas if I can figure out where they are.
Good luck to you. But I have a feeling that if it is that simple to fix, there wouldn't be a problem to begin with. But that's just how I think about things.

When you pull your gauges flip them upside down. You will see where Harley rolled the trim ring over. Just lay a bead of silicone between the trim ring and the gauge, like caulking a window.
I am curious to know if your trim rings are loose. try and twist the trim ring while holding the gauge housing. I've had a few that spun pretty freely and bet your maybe the same way.
Harley actually has silica gel in the gauge they know it is a problem and have it mounted in a container inside the gauge housing to help absorb the moisture.
And if you change your mind let me know I would like to work on a set that I know has a moisture issues. I do offer forum member discounts.

My 2011 RK was fine for the first two seasons of its life. This season, it is now constantly fogged up and I can't read the odometer. Took it in for a possible warranty job and service manager said that's normal and it is fine.
