My regulator was bad and I installed a new one, I had 34 volts from the stator, I went to ride after the install and my meter only went to 12.6 then as low as 11.4 and one gauge started to blink [dakota digital]. my battery was fully charged [one year old]. I checked the stator wire and it ohms at .1 to .6, I check for continuity from each terminal to ground and it has continuity so is that the sign its bad

You are correct.. manual states there should be NO continuity between either test point & ground..if you do then you have a ground stator and needs to be replaced
