I would have to agree it is quite ugly - this ole' friend know picked up a wrecked king cheap that is going to need major work anyway- so he is figuring "what the hell, lets chop it up"
He usually does his stuff real tastefully, but it will probably take him 5 years to finish the deal..HA HA
The OP wanted to know if anyone knew any specs on the bike not whether or not you liked it, this thread is a perfect example of why they laugh at you on Custom Bagger forum.

Crap! I didn't even know there WAS a Custom Bagger forum. But now that I know they're laughing at me, well, I'm gonna lose a lotta sleep...
I love it. There's plenty of look-alike bikes running around. This looks a lot like some of the bikes we used to build and ride back in the 70s. If it were my bike, I'd probably lose the chrome rails around the saddlebags and side covers, and run a 21" front wheel. There's no reason you couldn't ride that anywhere.
I don't see anything that screams aftermarket frame. I'd guess it's a modified FL frame. 6" up and out, wide glide trees, appears to be less than 40 degrees of rake, maybe 36-38 degrees? Kinda hard to tell from just one pic. Maybe 10 over on the forks?
all I can say is wow, to each his own. It is his money I guess he is happy thats all that matters. Your friend may want to ride a bike raked out like that before spending $$$$$$$ to do it and hen turns out he does not like it.
