Nothing us ole timers in the late 60s and early 70s that i wouldnt love about it. Sure beats the hell out of a Black Glide( which is fine but way too many).. Based on the bags, the sideplate ( battery location ) and the gusset for the front Crashbar on the downtubes, it looks to be a late 80's to early 90's 5 speed FL frame (electra glide) that they raked and streched. Looks like they went about 8 to 10" over on the fork tubes and replaced the triple clamps with a FL setup and put the olderstyle tins on them and then went with a RK tank setup.
It's cool - if he likes it and wanted to mod his old Evo glide into more of a chop with bags setup - good on him.
The OP wanted to know if anyone knew any specs on the bike not whether or not you liked it, this thread is a perfect example of why they laugh at you on Custom Bagger forum.

Man you guys have a hard time with "different"! I guess everyone should have a black chromed out SG? Or box stock UG?? Not what I'd build but I'd guess it was done years ago? Old EG with stretched frame, FL trees, extended tubes. Old school...
all I can say is wow, to each his own. It is his money I guess he is happy thats all that matters. Your friend may want to ride a bike raked out like that before spending $$$$$$$ to do it and hen turns out he does not like it.
we talked about that.... hes got a pretty badass night train that is his daily, and he is just going to chop up the wrecked king. I think it needs a new frame, and a bunch of parts so he intends on Frankensteining it together.... somehow!
somebody had an idea and went too far with it . if it had been set up with 4 to 6 inch over front tubes instead of the 8 to 10 inches it's got it would look half decent . but only half
