Depends. Are you doing just slip-ons? Or head pipe as well? If you do the head pipe you should do something with the air cleaner to get the engine more air. Just adding slip-ons nothing needed. Changing head pipe or air cleaner yes you will need something.

Even with head pipe and air cleaner, you don't necessarily need a "tuner" as such. Many folks here use VieDs or similar to bump up the fuel mixture and keep the engine from running too lean. I have no experience with them, but there are plenty of experienced owners who find they work well for considerably less than a classic tuner. The general consensus is Tuners are a good choice for those of us who like to tinker or are likely to change things up again in the future. VieDs and the like are a good choice if you are more likely to do a simple upgrade and leave it alone after that.

I have a 2010 Road King Classic and would like to eliminate the catalytic converter and put on slip on mufflers. Was thinking about Rinehart true duels with Rinehart slip on mufflers. Would like to get something that works well, improve performance and keep engine cool. Can this be done with a air filter change and HD download? If it works well would probably not change in the future.
