You break your bike in how you like, I broke mine in like this, 8000 miles so far no problems except the air cleaner plug limp mode deal (knocking on wood)

Yep, that's how I broke my S&S 106 kit in (the motorman way). It runs like a beast...
I agree with this to the extentand do a leak down or doesn't have the equipment to do it, I would suggest you find a different mechanic. Sumping is usually caused by the oil pump failing to scavenge the crankcase. Could be something as simple as a bad o-ring on your return.

The thing about ring breakin is that its 90% done within the first 50 miles, probably more like 30 miles. So you can check the compressions at 100 miles and know if they broke in or not.

Oil on top of the piston is not oil scavaging, you have oil blow by.
