There's a really good possibility that the dealer just didn't do a dyno originally and they either:
1. Don't want to admit their mistake or
2. Are truthfully mistaken because the guy who was supposed to do it is on vacation or fired or whatever.
I've got a friend who had SE slipons put on her XL1200C and it ran like dookie when she got it back. I told her they didn't rejet the carb and she took it back to have it checked. It went back about 3 or 4 times. Each time they said they rejetted the carb (they also said "It runs fine! You're not pushing the choke back in!") and each time it still ran like crap.
Come to find out that they never did rejet the carb in the first place and it took the 5th time in and me standing there saying "I'm not as stupid as I look, the carb is NOT rejetted."
There are good HD service departments out there. I'd look for a good service department somewhere and never go back to that first place again. They probably can't be trusted or their just dumb.
