My buddy is the King of Low miles. It's either too hot or too cold. My bikes clean and I don't want to get it dirty.(he pays to get it cleaned). Another buddy gives him HELL about it and jokes about him only riding once a year in the Christmas Parade. He lives in town. Total of 3 miles.

After Superstorm Sandy drowned my FXDF, I snapped up a cherry 2011 FXDWG with 540 miles on it from a local dealer. Apparently the previous owner had just traded it in for a Road King....Go Figure!

Lots of folks missed the point by the OP.
It is amazing the bikes out there with EXTREME LOW MILES.
I buzz thru the dealer sometimes and look at the used bikes for sale, a few months ago I saw an '07 loaded and chromed to the max, 2100 miles, absolutely perfect.
Unbelievable.
Someone put a ton of money into an unbelievable chopper, less than 1000 miles, price falls on it each month. It's a dust collector in the corner of the store.
Oh well, these kinds of bikes can be a great value if they have what the buyer is looking for...

Harley showed a poll a few years ago that showed less than 10 percent of Harley owners put more than 1200 miles on their bikes a year. I forget the exact numbrs, but it's somewhere around there. The vast majority of Harley owners bought their bikes for nostalgia, not performance. That is the reason Harley has resisted a water-cooled engine. If they get away from the nostalgia, they will loose most of their customers.
