From my local dealer - New York State - With the exception of the VRSC (V-Rod) family, 2007 models do not use a catalyst type of muffler. The use of Oxygen sensors in the header pipe to providefeedback to the fuel injection system eliminates the need for the catalyst mufflers on regular production bikes.Catalyst mufflers are required on 110 cubic inch performance kits and on CVO (Screamin Eagle) models that have the 110 cubic inch motor. Not being a California dealer, I am not 100% positive, but I am fairly certain that the 2007 models are 50 state compliant for California and all other states even without catalyst mufflers.
