California Air Resources Board is made of a bunch of people that think unless you drive an electric vehicle you're harming the state.
Emission devices have been installed on bikes here since the 70's and once they enforce the law using "smog stations" everyone that didn't save the stock exhaust on their bike will be hosed, unless they have an approved CARB exhaust.
This will leave a lot of folks buying new exhaust that has built in cats and sensors.
Every car I own has to get smoged every two years now, including 3 diesel trucks which didn't require smog when purchased new.
The truckers are the ones CARB is leaning hard on now. Any truck that's not newer (I forget the year but believe it 2008) has to have a particulate filter installed which costs about $19k to install. Most older trucks aren't worth that amount so they are basically worthless in this state.

Yep. We sold our 3 trucks. A Pete, KW, and IH and got a whopping 15k for all 3 and now have to buy 2 F-650 gas rigs to replace them. Got fined 10k and I have to go to 2 classes in Stockton as part of the settlement.

Same here, and same I've done with every pipe, muffler and smog do dad i've I've removed off of all my bikes over the last 20 or so years I haven't had to put any of it back on yet.
The racket in California is the regulations they put on gasoline pumps. The rules change every year, and ALWAYS require money spent to comply. It's really nuts. I suspect that there is some connection between those "non-elected" officials and the "emissions industry".
Like some above, all smog do-dads on the shelf, ready to re-install.
