Until about 2 months ago, Maricopa County AZ (Phoenix) was the only place in the country that had mandatory motorcycle emissions testing. The program was discontinued because motorcycles are not a big enough source of pollution to make the program worthwhile.
We have some nasty air here in Phoenix, but a lot of it is due to the dust particulates - it is a desert, after all. The folks in Washington can't figure that out, though.

Whatever we've accomplished state-side has been un-done by the far east.

Think there is no no problem in the mid west?
I'm not an enviro-nut, though worked my career trying to get projects approved for construction. The people sending $ to the groups buying ads showing cute seals are funding attorneys that champion these laws. Everything we have done here is being un-done in developing countries. The millions of vehicles and small cc cycles located throughout india and asia (together with all vehicular discharges in the region and "former block countries") far, far exceed anything our country contributes.
The mantra needs to be changed to: Think Globally, Act Globally.
We here cannot shoulder the worlds problems.
