there is just two bolts on each side under the chrome strut covers holding it on, you would just need to find or make something to cover the openings left in the strut covers. that bar does help add a little rigidity to the frame. i put a small leather tool bag over the bar on my bike.
Not sure if this would fit your model, buy I bought a signal bar and plate bracket from a newer Road King off of Ebay and mounted it on my Ultra after I removed the tour pack. It has an integrated plate light and puts the license plate below the signal bar and above the rear marker light. You can find these frequently on Ebay as used or new take-offs.
...you can buy a chrome plate mount for about $20 which will undermount as above, but you keep your stock signal bar/taillight.
plate bolts with leds are about $12 and easy to wire up.
some guys remove the U, and put aux lights in the holes
the 09+ roadking signal bar, I believe will not mount up to the narrower 08 and earlier fender
( I use the rk on my 09)
