I vote power, better to have engine work finished before paint, less chance of damaging your pretty paint job.

One more thing to consider - why do you want more power? Do you just want more fun when you nail it? Are you having trouble passing on freeways? Are your buddies leaving you behind?? If you NEED more power, I say Power - but if you only WANT more power - I say do the paint.
When you are rolling 50mph - 80mph, no one really knows you dumped 2Grand on the motor.... If you take off haulin' tail - then they know.... But I do notice paint!! Unless I'm doing 50 and they blow by me doing 100 - I notice the paint!!

If you can't keep up with your riding buddies then go power, but if you want more power "just because"...then go for paint and make it something your own and proud of.
