If I were in the market, I would go 14 over 13 for an air cooled model. No way in h@ll I would go for the H2O bikes.
To be fair, it's not really a water cooled bike. It has liquid cooling around the heads and exhaust valves and that's it. The engine itself still relies on air cooling as the primary cooling method. I've even heard that you could get away with continuing to ride if the liquid cooling failed. Not that you'd want to do so for a long time, but you'd be able to get where you need to go and fix it.
I'd go for the 2014 for two reasons. First, it has 49mm forks. Second, the updated twin cam 103--with a new camshaft and a high-flow airbox--delivers more low-rpm torque than the 103 in the 2013.

If you drain the coolant out of a 14, you have the same cooling as a 13.
With a couple of ports run through the head.
BUT, the OP was asking about an Ultra, which is not twin cooled....

I traded off my 2012 for the 14. The motor in the 2014 is much stronger, but the brakes are the real win. The new braking system is really great. A huge improvement.
Nice. A thread raised from the dead. Might as well wait on 15's at this point.
You can say that again. It cracks me up how these old threads come to life when they no longer matter. I was hoping that the OP brought it back to life to read an update on his decision. Oh well.
To the OP if you care anymore - the more I see the 14 the more I don't like the fairing. Not just the big hole but also how it shows the wire harness. HD used to do a good job at hiding stuff like that and I guess the design on the 14 was compromised.
