Is it true bikes with 02 sensors didnt have cats? Thats why they installed the sensors, to eliminate the cats?

CA bikes got cats in the header in 09 ( 2010 49 State).
previous to that some CA models had cats in the mufflers.
( CA bikes can be identified by VIN, some border dealers such as Yuma might sell CA spec bikes rather than stock both CA and 49 State version)
the o2 sensor provides real time data to the ECM regarding whether the motor is running lean or rich by reacting to the amount of o2 in the exhaust stream

Partially true. The California bikes had Cats in the mufflers in 2006 but HD was able to eliminate them 2007 when they went to closed loop. They were added back in in 2009 I believe.

Still only partially true. ALL 2006 Touring bikes had cats. California may have had them in both mufflers, but they are only in the right side muffler in 49 states. The '06's also had the worst cams ever...no overlap whatsoever between intake and exhaust.
Page 46 in the '06 Owner's Manual mentions the cats. Here's the stamp on the right side muffler:
