Well if you want the bars and cant do it yourself, thats what you are going to pay. Especially on touring bikes its pretty labor intensive. Just finished my la choppers 13in mini apes.

you think that's bad? my dealer just quoted a bud $1600 to install a set of the py monkey bars. thats including the internal wiring, braided clutch and brake cables, wiring extensions, bars and labor.
Why so labor intensive? I remember putting apes on my Honda back around 1982 took about an hour plus another to get the brake line swapped and bled. Is it because of the fairing or the internal wiring on the bars or the new throttle system? It doesn't look too difficult to remove the bars at least on the Road King.
