I hear you. I'm on my 9 th Harley. And after you pay so much for the friggin bike to then have to drop $$$$$ to make it run right was annoying. Previous bikes I noticed quite a bit of difference. But this RoadGlide 103 even stock has been great compared to previous modified bikes that I'm just not sure with all the hassles on noise and EPA crap that I'm going to go to the trouble for no more return. I have noticed some blueing of the pipes so it may just be a slow replacement of things as they age such as the pipes because with that heat they probably will not last very long. Probably will just start with a K&N air cleaner then a little at a time because this bike is a keeper more so than any I've ever had before.

Cut the cat out of your stock header (or get one online for $130). Bike runs cooler and it's a little louder. Stock mufflers get louder over time. My bike runs fine, and the only change has been the header.

My last bike (2005 FLHTCI) had A/C, True Duals, Supertrapp mufflers, stage 1 download, PCIII tuner, Andrews 21G cams, plus a bunch of other BS. My stock 103 runs as cool and has more power. I'm just not spending all that money this time.

+1 on getting rid of the cat converder, stock pipes do get louder.
The ECM will take care of proper air fuel manegment.
At 67 years young I don't need over 90 HP, I still want to hear the raido, I want to keep
the Bike stock too.
Well not all stock, this time I am going for comfort and what makes the ride better for me, not other people.
Good luck with your Bike

I've ended up changing pipes on literally every motorcycle I've ever had I guess I just like them to sound like a motor cycle rather than a sewing machine or a lawn mower.Plus horse power is horse power and opening up the intake and exhaust is the quickest, cheapest and most reliable way to get more.It got really expensive when everybody started going to fuel injection.Tuners and dyno time are allot more costly than a jet kit or a good mechanic with individual jets.I had a factory config 30 kit installed on my Suzuki probably the most extreme jet kit you can buy. That kit cost 250 and came with two air filters.I think I paid 700 for the SERT for my 06 Dyna and another 500 for a custom map built on a Dyno. That doesn't take into account what I paid for the DFO that was completely useless on my bike.On the up side that bike ran awesome and never needed to go back to the dyno or be re tuned with the SERT in the 7 years that I owned it.The Suzi does need to have the carbs synced about once a year but is still running great 10 years later.

I'm leaning toward Powervision or Powercommander. Any thoughts on which is better?

I only have experience with a Power Vision and PCIII. The Power Vision is light years ahead of the PCIII. Bottom line, they're both made by the same company. The PV is the latest.
