The ride will be stiffer and your detachable bracket will need modified
for addition clearance. The angle is now changed and when the suspension
collapse it will hit the sissy bar detachable bracket. No big deal, get the grinder
out and touch up paint.

The only way it would be stiffer is if the shock pre-load was not properly adjusted for the additional leverage.
Using lowering blocks will make the ride Smoother. With more leverage on the shocks, the shocks can eat up more of the bumps, passing less through to the rider and passenger.
When using lowering blocks the PSI in the touring air shocks does need to be adjusted though.
