Might consider a "Marine" antenna, they are designed for boats without ground planes, Radio Shacks handle them. Corvettes use them because of their plastic bodys.

The plate in the tour pack adds strength to the fiber / plastic tour pack and is used as a ground plane. reception will benefit from a flat service to transmit and recieve signal. The stock uses the tour pack lid. The Road Glide set up will work fine. It uses the bag lids. That is why truckers mount up high, to use the cab top. Make sure to set standing wave ratio after changing and place a star washer under antannae mount to ensure good ground. Remember you cannot transmit CB to CB within 25 feet of each other. I have heard (very rare) people tell me that while riding next to someone with a CB and both are on and recieving signal that it will give intermittent breaks in radio like they are tranmitting.This happened while riding next to a friend to Sturgis. Everything was fine once home or away from the other bike.
