I need to remove these plugs from the end of the hard bags guard rails...then i need to re-insert them back....has any one ever did it...or has an idea how to do it. I appreciate any help given...i hope they are not soldered on and just press fit.

I would put a bolt in there, and put the bolt in a vise and work it out.
I don't think it would take much leverage to pop it out.
Might also put a nut on the bolt and tighten it down against the tube, that will give some more leverage on the top of the tube.

They looked to be crimped or swagged in much like valve seats are in cylinder heads. One issue I would not overlook is how brittle the seated area may be due to metal treating or chroming. If you are able to pull the threaded area out it may be very destructive to the crimp area. I would calculate the risk/reward of your secret plan carefully. Good luck!
Thats why a bought a second set of good used guards in case i screw it up....this experiment is costing me $100 bucks....but once i am done i need to re-seat the plugs so i can mount them on the bike...
