I'd like to bump this up, I have the same question in mind too. I have the covers on my 4 point but the ones closer to the front still show half the docking connection. Maybe that's what the long ones are for. Not sure though.
I looked again and according to HD website, the small, not short ones need to be used for the touring models except for CVO Road Kings for some reason. Look under Fitment.
I have them on my 14 S.G.S. and it's part #48035-09. Remember there are only 2 per package so you will need to order 2 of them with the 4 pt.
They do help it look better back there.
