windshield bag works. inside the fairing works. inside the saddlebag works. inside the tourpak works. just make sure it is oriented the right way (the side with the words should be facing the rear). makes me laugh that no one questions if they work in a steel cage but are worried about them working in a leather windshield bag.

Here in Oklahoma the EZPasses didn't working under the fairing or saddlebag tops until they issued one just for motorcycles. Now it works fine under my saddle bag top. I wish we had he license plate option.
I added my plate as well to the Texas toll system. It seems though that my bike never trips the camera sensors to take a picture of my plate. Maybe I'm just splitting the road sensors or something. I just don't get billed for tolls on my bike.
In NY, they have one that goes on the front plate mounting screws for cars that have de-icer windshields. I got them to give me one. Used to be tie wrapped to my aux light bar on my old bike. On the new SGS, I think I'll tie wrap it to the top of the engine guard between the fairing lowers and see how it works. If not, I'll get a new one and put in the fairing. C'mon Spring!
If ya have a 2014 with a windshield vent, you can just stick it in the vent hole on the days you need it, works for me. Stays in, and doesn't slide thru the vent. Vent hole is also a great place to put your gas cap when filling up, it fits great, the hand **** on the top fits the slot.
If you ride on the line going through the sensors, you don't need an EZ Pass. The sensors won't pick you up. Another benefit of riding a motorcycle.
This. Also, if they use a high-mounted camera, they can't read the tag under the Tour Pak. Only time this is an issue is if you're going through a gated toll.
Here in Houston the EZtag store (at 1960 & 45) has a test lane in the parking lot to test the transmitters. You might check in MA to see if they have one in your area. Mine is 2 side taped to the inside of my left saddlebag lid. Works great.
