Tons of license plate bolt on ebay with about any theme you may like that you could cover the holes with for temp fix. I would put a rubber o-ring between the bolt head and fender to protect the paint.

Just put a bolt in the holes with an acorn nut on them...better than an open hole...or button head bolts, he could even paint the heads body color, would probably not be too noticeable.

Not too many options. If you are dead set on leaving the plate above the tail light you have to fill the holes or cover them. I vote for rubber plugs. Looks like Lionsm13 has them in the pic he posted on his tourpack lid.

Or go for a couple of those snazzy bullet hole decals. Lol

Doing this would cover the holes. You can get plastic plugs for the holes at Lowes. Go to the hardware section and look in the drawers at automotive hardware.

I think the plugs would be quick and easy...and they really do 'disappear' after a short time (meaning...once they are no longer the focus of your attention, you just don't notice them nearly as much as you do now). There is a lot of work and expense if you yank the fender to get the holes patched and painted.

I would just put some plugs in them for now. Then later find a good air brush guy, have him paint some kind of nasty skull on there ( or design of your choice) or something using the 2 holes for eyes and then stick some colored leds in there.
