According to my 2004 owners manual the air pressure can go from 0-35psi. I am a heavy fella 265 and the OL is 130, with the normal load in bags, about 30 pounds and the tourpac with maybe 15 pounds we found 20 pounds to be about right.
On the other hand you may also find that you cannot find a decent set-up, which is common! Those air shocks are cheap as chips and very low spec, so you will be in good company if you decide to look for something better. In that case, don't look for cheap shocks, or the cycle will repeat!
You should find a manual for your 03. There are lots of used ones listed on line or you can try some swap meets or a dealer who has lots of old ones. That manual is worth its weight in gold. As others have noted, there have been changes over the years. Try what they have suggested and go from there. I hope you are using a low pressure hand pump. DO NOT adjust with a compressor or any high pressure device.
I take my pump with me and adjust as needed. Low pressure 15-20 is smooth for 2 up but may bottom out. 30+ is on the firm side but will be rougher.

I know this is going to sound crazy but awhile back I put close to max pressure in my front shocks. Did this at 1200 feet above sea level. I took a trip which took me over a 10000 foot pass and one of the front fork seals blew fork oil all over. What confirmed this for me was there was a store bought bag of potato chips in tour pac and the bag blew open. Just saying adjust not only for how you are going to ride but where you are going to ride.
